it is normal that late in synchronizing the wallet I have 16 connections but the blocks are very slow, some tutorial for windows masternode in the official page comes but for ubuntu ...

Ok thanks for waiting for the confirmation from the dev , any idea why the wallet does not sync? i have 17 active nodes.....and no working blokcs.....

I want only to setup a local windows wallet masternode. The guide is confuse to do it. Not clear what exactly to type at wallet conf and MASTERNODE conf.
Plase can somebody help me. I've been trying, attempting it for hours without success.

masternodeaddr=externalip:8329
server=1
listen=1

for a local masternode...you don't need masternode.conf

what errors are you getting?

Can I setup a masternode on local windows wallet using a strong VPN which gives me a IP from their servers? I run masternodes of other coins with success in this way.

No need masternode.conf to run a master node at local wallet? Are you sure?
