If you change the rules now and reset the blockchain, what kind of message are you sending? If there is a risk you will just shut down the seed notes and reset the blockchain arbitrarily in the future, it does not give a lot of confidence to miners or even investors for that matter.

This seems to be a problem with the Windows version of simplewallet.exe as it tries to connect to the daemon. Perhaps sls can debug, since he is the one that compiled the windows binaries. In the meantime, you can generate an address with simplewallet and mine using the daemon to that wallet.
