as far as I know the ICO continues till end of March. It means there is enough time to reach the hard cap. I dont know how much already the team raised money but I am sure one of the admin here is going to inform us soon.

How do they message you? Do they message you here at BT? Anyways, the general rule for every investment is that "anything that is too good to be true is false." And we can't stop scammers to scam anybody. All we can do is to spread awareness or send an alert/warning to the community.
