I Think you ve just misinterpretted the whole idea behind blockchain backbone. With in the logic you presented the founder of bitcoin would also be a felon. This why the decentralization takes place, so the democratic, people driven initiatives that are free from regulations and state governance, can run and disrupt the system that is full of bullshit. This is also the reason bitcoin was created. The frictionless economy, i think  SmartBillions is doing exactly that, serving people the service that is free from monopoly, while being decentralized, it is safe and can make change to the industry. While you bascially ignore all the facts in favour of hating, to drive awarness to your coin and site that doesnt even have a whitepaper. Dude, it really shows.

The SmartBillions lottery will be held on smart contract, which is public. The rules are transparent and they cannot be changed.
What's more The Team will put it's private 1500 ETH as a prize to anyone who can hack the smart contract and withdraw the money. The contract's safety will be proven both for investors and for players.

player will be able to cash out up to 50% of the Jackpot value every period

The ticket value is flexible and players are free to choose the value of the ticket with expected win value higher than a Jackpot value. This is stated clear.
Than if it happens so each month player will be able to withdraw half of the Jackpot value.

Trueflip is a lottery indeed, but it's not decentralised.
The funds are under Admin management not under smart's contract management. Funds are stored on private addresses and they can be withdrawed anytime by the Admins.

SmartBillions is a smart contract. Funds are stored in smart contract and they cannot be accessed by any party.
The funds management rules, prizes payouts, dividends payouts are managed by smartcontract and these rules cannot be changed.

Please get familar with SmartBillions white paper and than ask questions if you have some.
