Is there any way the person who created the smart contract can withdraw funds themself?
No, the fund management rules are described in the white paper. The funds are under smart contract management and the rules cannot be changed.
The Investors funds and lottery winners payouts are always protected and nobody can access the funds.

So to clarify the only was for eth to exit the smart contract is for somebody to have winnings which will automatically trigger a withdrawal to the relevant address?
There're more cases in which ETH stored in the smart contract can be withdrawed:
1. Lottery winning - lottery winner may withdraw his winning from the smart contract
2. Affiliate payments - during the ICO Affiliates will receive 5 % of the contrubutions that were made using their affiliate link also they will receive 1 % from the tickets sales from the ticket bought by the players using their links
3. Dividends - Every month Token holders will receive dividend proportionally to the number of their Tokens to the total Token supply. 5 % from ticket sales will be allocated to the Dividend fund.
4. Marketing - Admin will be able to withdraw 0.25 % from the Jackpot for the marketing purposes weekly but only if the Jackpot Value is higher than the value of all Token redeem value and winnings value.
5. Token redeem - Token holders will be able to redeem Token and receive most of the invested funds back.
6. Lottery closing - if over 50 % of the Tokens will be redeemed Admin will be able to withdraw surplus from the Jackpot over all lotttery liabilities.
