I PM'd frcat to explain why the smart contract tokens are not being distributed.

Due to the nature of this project and the possibility of the Ukrainian Government adopting this system as a central issuer we cannot issue tokens until after the ICO ends. This gives us enough time to see what happens with the pending legislation and leaves us the option for issuance by the Government.
