The tangle isn't a block chain in the first place.
Oyster PRL is using the tangle to store the data, since IOTA data transactions can hold up to ~1,3 KB of data. Your file is splitted into encrypted filechunks of this size and are getting uploaded onto the tangle. If you now want to earn PRL in this ecosystem you could e.g. run a hook node (you don't need to own any PRL to run a hook node, just a device with the nessecary specs) - which is basically an IOTA node, having a backdoor to broker nodes so they can command them which PoW (so which transactions) related to your uploaded file has to been performed. For this they are earning a fraction of the PRLs used to upload that data.

They are minority among many others that bleed but there are quite a few examples of altcoins that pump even in a bear market. Good examples are Ontology or Pareto. Ontology has been huge success in the ICO and since then gone up by 15x. If there is good tech that the market needs then there will always be a demand for it. Pareto followed the course of many lowcaps after the ICO that don't have a product yet: it steadily declined and lost a large amount of it's value. Since a while the platform has launched and since that time it made a comeback with more than 200% gain in a couple of days. Regarding Oyster I expected a pump in the weeks before the airdrop and was surprised that it has not happened so far. With 10k community members there should be enough people aware about the airdrop.
