I think the bitcointalk forum is a forum for everyone to learn about ICO and you can also refer to the ICO web site and I always choose icorating or icotracker as these are the two most prestigious websites in the ICO market.

I connected to many of the cables, the channels on the bounty. But there rare to find an interesting project. Often find an interesting project here on bitcoin talk. Then study team and the project itself, the roadmap, the white paper and if it works for me, invest and promote the project.

There are bunch of sites which are providing information about current preICO and ICO, first I check some of them then I read announcement threads if such exists on bitcointalk. I usually don't go to announcement board unless I know what I am looking for because there are too many ongoing ICO's and too many projects are being bumped to top.

Here in bitcointalk forum. You need to research it first, look at the team of ICO if they are real. Who are behind the ICO ,also consider that. And most is their roadmap or white paper, what will there project in the future? or some special feature they have.
