First you need to do some research about the project you want to invest in , then check, in which exchanges that altcoin is available, then sign up on that exchange and you can easily buy the altcoin. There are many good exchanges like poloniex, bittrex, bitfinex, etc.

To buy coins, I recommend using the service etherdelta. On sale there are all kinds of coins and you risk nothing, since you do not actually keep money on the stock exchange.

You can use many different services to buy alts. For example, crypto exchanges or small local exchangers. And you can buy coins even through the telegram. But you have to choose a reliable seller with good and real feedback!

it depends that on which exchange these coins are listed, go to coinmarketcap and there on the "markets" tab of the particular coin or token that on which market that coin or token Is listed. moreover you can also buy any token developed on ethereum blockchain on etherrdelta exchange but I will not recommend you to buy on that exchange because the etherdelta is an decenteralized exchange built on ethereum blockchain and ethereum blockchain is congested by cryptokitties game so it will be expensive and late to trade on etheredelta

You can try bittrex trading.
Step1: Go to coinmarketcap.com
Step 2: Choose altcoins you wanna buy
Step 3: Choose " MARKET" somewhere near altcoin name and see on which exchange is that altcoin being traded
Step 4: Open an acct on that exchange
Step 5: Deposit BTC or ETH and but it

Buy altcoins on exchanges , pick the altcoins you are interesred to buy in then the exchanges thats sells the cheapest amount and buy on that exchange. Now look for the excahnge  that buys more than the price when you bought that coin.

If you have the capital to buy altcoin, can directly search on the exchanger, such as bittrex or poloneix.
 But I think if the beginner better join in ico first, so we can monitor the development of potential coins

Use Binance exchange. It has lower fees, and 50% off if u hold their coin. Poloniex don't give u your forked coin. Bittrex has enermous withdrawal fee like uptown 0.005btc, I mean like what? Bitfinex just raised their withdrawal limit to uptown $250 or thereabouts. Ignore all of them and trade Binance. Also on the 18th of the month there is an awesome decentralised exchange coming through by the name "cobinhood" with absolutely zero fees on your trading. Those are the types of help u need right now.

Choose what altcoins you want to buy first, if you want a good volume bitcoin you can always at a good exchanges like bittrex, poloniex and Binance.
Those are the big 3 IMO which is popular here in the forum, but feel free to conduct a thorough research.

Buying altcoins is very easy. Open an account in an exchanger like bittrex, cryptopia, hitbtc then deposit bitcoin or eth to buy altcoins.

I have a question. How to buy cheap NEO? First you need to buy the etherium, then exchange it for NEO? and then get a purse on NEO? Can I buy neo for dollars or in another way? Very expensive if you follow the above method. Thank you waiting for an answer!

buy alone in the vip.bitcoin or at bittrex. but it could also be without buying but by following an ICO who later paid with tokens and can be exchanged with altcoin

Bittrex, Bitfinex or Ether Delta might be good ones to look for altcoins but your can always check which market are they trading from Coinmarkecap, Market's section, always follow the one with high volume.

I think bittrex, poloniex, cryptopia, is the best to buy altcoin and for more google with you always. If you try your own way you will learn best ever. good luck
