You can buy some at exchanges . Its much cheaper and easier that way . You can try Binance . Binance in my opinion is the best choice for now , it is very easy to use and user friendly interface . They offer good security too , with their 2FA , Google Auth , and Mobile Authenticator . Some honorable mentions would be ForkDelta , Bittrex , Bit-z and Poloniex . Tho some of this sites are hard to get into , specially Binance . Not sure if they still accept new users but you could try.

Since you're still a newbie in this business then you should try to use a not so complicated exchange to buy altcoins therefore i will suggest you to try poloniex or CoinExchange.io, both of them are a friendly users exchange site that can help you with your concerns.

By the exchange is the best way. U could do some trade in the forum by some 'famous' escrows, but the most secure way is to trade in the exchange. Another reason is that the exchange usually held some campaigns like airdrop for some token holder.

Buying coins for keeping is different from buying coins trading them but they have the concept that is but and sell, if you have money in your digital wallet or ETH you can buy by sending a minimum amount of ETH to the ICO wallet and confirmed your payment with them though their telegram group, that's one way of buying coins from ICO if you have chosen you coin to buy.

If you wanna make money by high-frequency trades,you had better choose
some mainstream exchanges,like Bitfinex,Binance,Huobi.Pro.
The mainstream exchanges have good credits,even you assets be hacked and
stolen,they will pay for it.
If you wanna make a long-term invest,you should buy the altcoin and transfer them
to your local wallet.
It's safer to hold your crypt-curr in your local wallet if you keep your private key well.
