The cheapest and fastest but unofficial exchange to get altcoins is the forkdelta or EtherDelta. It is a dumpers group which I use to get good tokens at a cheaper rate

I think if u want to buy ur altcoins, u first need to determine the potential altcoins to get, and then use the USD to buy BTC or ETH on Coinbase, and then swap the platform to convert to altcoins

First of all you need  bitcoin to buy any altcoin from exchange.You can Buy btc from localbitcoins.com & then you transfer your btc in any exchange like Bittrex,Binance And Bought any altcoin which u like.

When I was a new user I first bought Ethereum and then started to participate in ICO. But coins of different projects also can be bought on cryptocurrency exchanges and the most accessible of them is etherdelta.

You can get some altcoins from stock exchanges , such as IDEX , etherdelta, stockexchange. If you want to get a nice altcoin, you can get it from the binance and kucoin sites.

You should sign up for an altcoin exchange like Binance, Bittrex, KuCoin, etc. and also you should have bitcoin to transfer to the exchange, then you can start trading altcoins.

and you buy use fiat money, ussualy exchanger only pair with ETH or bitcoin
if pair use fiat money only major coin, ETH and BTC

If you decide to trade my suggestion is you buy Ethereum and Litecoin.
Ethereum has a stable value and the likelihood of falling prices is less when compared to other coins.
While Litecoin is a potential coin for trading, I have been observing Litecoin price developments so amazingly that I recommend the Ethereum and Litecoin coins for you to buy and to trade.

You can buy the Altcoin you want at coinmarketcap.com. There are so many options that you want to buy Altcoin. But my advice is to buy Altcoin which is already proven good and has proven promising to its users. Altcoins can be bought on the stock exchange. A good exchange for this binance there are many altcoins easy registration. There are videos in YouTube how to use this exchange
