we can't deny the fact that there are really ICO's whose intention is to scam people of their hard earned money.
But we cannot generalize all of the coin.
There are still those who are legitimate.
To invest in ICO you should at least find out what level of work for the project has already been completed and restrict yourself from ICO which only have a whitepaper but no any work mentioned in that whitepaper done.

Sometimes bad project also looks interesting we cannot able to guess exact prediction about the company. Now a days many companies are showing their transperancy to the investors in order to attract them. Once we find potential in the project then we can start investing in it.

ICO's are purely risky investments. It needs time, effort and money to be part of it. In this kind of investment, doing a lot of research is the best weapon to counter scammy projects. I am into ICO projects too but I can only afford to lose my time rather than money that is why I participated in bounty campaigns. It is undeniable that some successful ICO's gives investors much profit but yeah we can't also hide the fact that it could sometimes lose our investments. So avoid participating into a too good to be true and nonsense projects. It is hard to tell scam from legit projects without doing some research.
