Depends on the team. Usually Pre ICO do not end with the amount collected.
There is fixed start date for ICO, but if they are flexible they of course can launch it sooner.

Why will movie companies pay such high prices to users? Then they have to report the website to the authorities to prosecute. The process seems a lot more difficult than just paying someone to take a picture of a counterfeit product.

Also what good will this do if people claim things are counterfeit and then they are not or vice versa. How would the buyer know?

What if the buyer buys the product and thinks its legit how would he know he bought a fake in the first place?

This product needs some more explanation if you are going to get my hard earned dollars.
