We have a situation with bminer's error handling and NVML. Sometimes bminer can't get the proper response from NVML (fan, temp, power) for some cards and shows the misleading 1C/1W/1% stats. It would be much clearer to show them like 'N/A'.

The updated Nvidia driver in your rig is causing this error in Bminer.
As of now, there is no solution to it except to downgrade your drivers.
DDU the old drivers in safe mode and clean install 430.39 driver version.
It should rectify your problem.

same issue verified here , its bminer 16 beta please fix it devs asap , even with the sample file included in  miner the same issue both or GTX and RTX cards for new cuckaroo29m !

And you have an old version of "vcruntime140.dll". I had this issue on a PC, too. There the dll was from 2012 and i had to replace it from another pc, because i couldn't install the actual  vcruntime140 from the Microsoft-setup.
