I really think anytime is a good time to invest in an ICO if you truely believe in a project and its long term potential.

Totally different to trading which is much more about timing.

With an ICO, even if you get the timing wrong and the price declines after ICO then if you're holding it for the long term it should not matter. They are merely speed bumps.

I do not know why they write about a large percentage of the probability of fraud in the ICO. ICO has become popular at the moment. Many people invest their money in ico projects. So you are not too late if you want to invest. In my opinion, it is one of the best ways in making big earninhgs today, you just have to be careful and research about the team, the team will tell it all, whatever happens in the project, whether it is a success or a failure depends on the team, so take a good time, knowing the team and the whole project. If you are not sure, investing in eth and bit coin is a safe way to invest your money as well, but remember that everything is risky here on the crypto world.

First of all you should make yourself sure that you can't get constant and big success with single work , so better to enter in multiple ways.
Here at one side you are thinking to invest in ICOs but also at another side you want invest in altcoins , Here mine suggestion for you to put your money in ICOs ( but make every possible analysis and also make discussion in this forum about that ICOs to make sure whether they are seeming legimate or not ) and also you should see the perfect time to invest in altcoins i.e sudden dump sudden buy and then in short time sell with few  % profit , so use of perfect timing to invest is also a better thing for us to get profit.

I think ICO investment to be the hype for now, if you want to invest ICO choose the best because as you say a lot of ICO scam, apart from the WP you should also pay attention to the manager of whoever the team is in the project and identify the person who brought the project scam, but if you want to buy bitcoin or ethereum as an investment it's also a good choice.

Like with all things in life, the answer depends. Factors you will need to take into account are:
- Is it a bull or bear market? It is currently bearish, and is starting to pick up again. We just got a massive green kick across the board, with Litecoin leading the way.
- Does the ICO have a working product or prototype? Read the Whitepaper and find out more about the company history, and the roadmap. Do you foresee potential/utility in the idea? Will there be a market for this product?
- Research the team. Every ICO will list the members involved, and it'll do you good to research the main players to see what past projects they've worked on. A weak team lack the experience to deliver proper products and ambitious roadmaps, plus less chance of getting approved for high volume exchanges. How exchange launches affect the token price massively.
- Look at the market cap. If there is too much in circulation, there is a massive risk of a dump straight away on the exchange. For example, Environ had a hard cap of 100 million. Love to see how this is going to perform...
- Compare current projects with similar projects that have already occurred in the past, and determine how they will revolutionize or share the market. For example, Medical Chain did 2x for the health industry, Wepower is 1.2x despite being in the same industry as Power Ledger.
- Work out how long to hodl for. Some projects require time to mature and create demand. A project that did terrible on the first week of the exchange can pick up later once milestones are met.

1. Whitepaper and its contents If the whitepaper is not clear and does not make sense, we better move away. 2. Info about team, ability, credibility If the team that handles ICO is not given, or kept a secret, we better move away.
3. The project is against the law or not If the project can be against the law, we better move away.
4. Identity is genuine or not If identity is given but false, can not be confirmed to the person concerned, do not have experience, we better stay away
5. Whether market capnya change or not If the minimum and maximum money changed during the offer period ICO or beforehand, we'd better get away.
