Just look at posted above, to give the opportunity to many players, when you have to claim, then you won't be able to claim promo code the next day, so the others player can try. Just don't misuse it by creating a new account to claim, because they will be able to detect it and the user can't also withdrawing it.

There should be a clear rule imho, lets say a user can claim free code once every week/month. Maybe he tried with a minor currency, as at two or three months earlier, not all the currencies on the site was yet settled to automatic withdrawals.. (with BTC for example your withdrawal is paid instantaneously/automatically)
