It is very good to buy during ICO. Cheap prices at that time and free bonuses awarded. The prices of of coins may reduces after ICO, but there are no bonuses attached. Not all coins decline after ICOs, most of them with a very good project even increase in price.

 I think you can not buy their tokens with a cheaper price on exchange site. It happens mainly due to huge amount of bonuses given in the pre-sale and the bounty rewards.
