I do not consider the existence of a finished product to be important, because many guys have good ideas, but there is no money to implement it and therefore they want to raise money with the help of the ICO.

It all depends on the concept of the ICO as a whole. If the purpose to attract money and develop for them a few niches, of course, the product is not so important.

Yes, it is really important to have a good product in order to have a successful project. Every user goes though a project's whitepaper thoroughly before investing, and the more promising a product looks, the more it is able to raise. Also, it is very important to have a good team supporting the project since team profile matters a lot. Every person who would want to invest in a new project will have his/her own apprehensions in regards to investment. Having a good team backing the project gives the user that trust factor.
Although, a few projects which do not have very promising products also end up doing well. So, luck also plays an important role.
