There's always a consideration when you holding a coin, first if the project is still follow their roadmap, second the Dev, if they are trying to build up the coin.
If you want to get out in your altcoins and you have 20% or 50 % loss don't do that, it is hard to recover based on my experieced. Better if you only 5% - 10% negative you can sell your coins but more than that it is  not good idead. There's always a rainbow after the rain Keep holding.

if u just losses around 10-20% maybe u can sell then buy in the low price.
but , if u losses 50% , u should hold because if u sell , then buyback , im not sure this action will can recover ur losses , better wait a stable market and hope the price will increase till ur buy price.
this depends on you , trust yourself , and make a decision.
