I think yes, because the price of ETH is now only $ 500 and this is very far from the price at the end of December 2017, so if you buy now and the price increases again just like december 2017 then you will get 100% even more profit.

It most certainly is time, you can expect it to grow by the end of this year. Almost all the ico's are dependent on Ethereum. A lot has happened with regards to innovation and adoption, not to mention the thousands of developers now working with Ethereum and all the projects running on the network. This was not the case 1 year ago when the price was still good! Yes, it can go lower, but the profit/risk factor of starting buying in now isn't a bad call. If most people want this dip to go even further to buy at an even lower price, I guess it's better to buy now rather than be too late and have to buy when it's already getting higher.

Yes,  this is the best time to buy ETH because the price value in the market is not so high. Just grab this opportunity... buy more ETH as much as you can. Because when the price of ETH is starting to pop up I'm 100% sure you will gain tripple amount of profits to your capital.

OP should be very lucky on his first crypto investment if he did bought Ethereum late March, the date he asked in this thread. Its investment is nearly doubled now. Ethereum is a very good coin and is a good long term investment. I also have mine and is still planning to add more.

I always analyze before purchase the bitcoin. If you have any doubt to buy don’t buy its will not good for you or you can buy small portion. According to my research every investor want to buy Bitcoin at the time of low price for the purpose of great selling. Good time to buy is when the market bleeds, especially when bitcoin has dump its value that is the only time I am going to buy these altcoins as the prices are very much lower than their usual market prices
