Yeah, it does nothing. It just gives you accumulated winning so you feel like you have won a lot of prizes. To decrease the chance of winning big prizes, the changed the prize table.
For example, before the changes, for winning 5000 reward points, you needed a number between 320,000,000 and 333,274,986. Now you need a number between 331,308,320 and 332,308,319.

I highly doubt that Freebitco.in is losing any money here. There's a reason as why they are one of the longest running crypto gambling platform out there. A lot of changes has already implemented on the platform from it started which was just a dice game and lottery. And like many things nowadays it is kind of “subscription”, which means that if you forget about it after 5 months “for free” they will charge you 0.1 from your wallet. I think many people will forget about it until May and then they will just start loosing their money. 0.1 is so little than many people will even not realize it is deducted from their account; but for exchange it always brings some profit.

Such a withdrawal fee seems overpriced, but it's quite normal for many centralized exchanges because the gwei price in the ETH network is often unstable.
