I highly doubt that Freebitco.in is losing any money here. There's a reason as why they are one of the longest running crypto gambling platform out there. A lot of changes has already implemented on the platform from it started which was just a dice game and lottery. And like many things nowadays it is kind of “subscription”, which means that if you forget about it after 5 months “for free” they will charge you 0.1 from your wallet. I think many people will forget about it until May and then they will just start loosing their money. 0.1 is so little than many people will even not realize it is deducted from their account; but for exchange it always brings some profit.

Just checked it and it's too high around $3.7 per withdrawal and if the reason is because of unstable ETH network you can imagine how much profit they can make when network fees are low.
