That's why you do a background check first. You should NEVER rely on ads and other promotional agenda. Read their whitepaper, check the team and their advisors (if they have worked with other ICOs or have an existing legit business, chances are they are true to their words). Just remember to exercise extreme caution everytime! It is safe to assume that everyone in the cryptospace is trying to scam you. You can never be too careful.

One time I bought an insane amount of scam coins for like a few dollars thinking it might be it. Turns out the coins in ETHERDELTA where it was first sold were the only sale this coin ever had and nobody went to buy or sell. I became a bag holder at that point. Too bad experience but still I only lost a few dollars.

Yes there are plenty of scams, but this does not mean that there are not good projects, so we should support good ones and give them chance to be implemented. Yes there is a lot of scammer now but you can avoid to join it,you must take a research about their project,be active in their social media sites like facebook ,telegram and so on,and i think you must know the staff of one ico if they are had gone some project about crypto.
