It happens every time n-factor changes and it is ok. Long ago there was some delay and now every change is postponed for ~3 days every time

With N13 we don't have enough hashrate to find a block every 32 seconds Sad

What hashrate is to be expected with N13? I tested mining with my cpu and it dropped from 6 kh/s (N12) to 1.5 kh/s (N13) Shocked
