The location of nutcoin.conf depends on your operating system:

Windows XP         C:\Documents and Settings\<username>\Application Data\nutcoin\nutcoin.conf
Windows Vista, 7  %appdata%/Roaming/nutcoin/nutcoin.conf                          
Linux                   /home/<username>/.nutcoin/nutcoin.conf                                                          
Mac OSX              /Users/<username>/Library/Application Support/nutcoin/nutcoin.conf      

if you have not nutcoin.conf, you can make nutcoin.conf

I think you need a working nodes to fully sync your wallet again.
