It is not a direct answer to your question, sorry for that. If I were you, I would not build a gpu based rig. Unless you like to mess around with never ending problems like gpu overheating, riser cable melting, underestimating the psu, placing the rig to a custom built frame, oh, there is another, better frame, cgminer stops working, how to run it properly etc.
Less stressful and way more cost efficient to buy an sha miner. Bitmain S5, S7, plus the psu.
I've used both (gpu rig, and asic miner) and let me tell you, it was a relieve to switch to asic.

This is regarding DGB GPU mining.

I am planning to custom built mining RIG to mine Digibyte and send some hash power to DGB network as well.
However, I am little confused about the hardware selection.
I was referring to this website http://www.coinminingrigs.com/ however I don't know how old the information is and will that work with DGB as well.

Which mining algorithm will you suggest me? Skein, Groestl or Qubit.

I bought in mostly at 22sat after investigating different coins attempting to find the better for long term hold, As I watch the trade value rise and fall. The pre mine for this coin was 0.5%, it was distributed to entice users, the developers are not sitting on pre-mine to dump. The supply reduction is continuous, on a weekly basis I think.
