I agree with your opinion, there are so many ico that come, but many do not have potency. therefore many bounty members are not paid. there is no clear law, and therefore there is a lot of deception in ico. I can see two major reasons for this. First, these projects have not reached their ICO hardcap which is why they usually extend their ICO with the goal if hitting it by the time the ICO ends. A move that I actually appreciate because this shows that the team would like to give more value for their investors and bounty participants. Second, government interventions wherein additional requirements may have been imposed which may cause for the extension to be necessary. Some legal aspects that ICO's need to comply with in order to continue.

yes I agree with you. in addition to scam there is the issue of hacking and another issue of poor planning and management team where such ICO tend to fail. i also believe that if there is proper planning, a security measure should be made available to cut off any future issues with scams or hacking as the case maybe though it is unforeseen after all nobody expects to do or go into a business with the expectation to fail or get scammed.

Yes, many projects nowadays fail to get at least a soft cap, so that's the main reason why their campaigns are extended.
Still I think it is a positive tendency, because investors have become more careful and scrupulous when deciding what project to join.
