Partially agree with your point. However, the ICO's are extending their date's due to their market cap or hard cap not reached. The market condition is also in bearish trend and they don't want to release their coins at this point of time to save their initial price not to decrease. Apart from thses reasons I don't think there are any other reason for an ICO to extend its date.
