Not every bounty hunter is an investor for any ICO project, I think they include I will choose a good ICO project before investing because it is now too risky to invest in ICO without escrow

Probably. If the bounty hunters consider that the project is very promising and trusted, it doesn't close the possibilities for them to invest also in the project.
