Yes, I think it's a good time to buy ETH.
However we are definitely not in a bull run. Even if ETH moved back to $400 I think we'd still be in a bear. Prices have fallen hugely and there is a chance they may fall further.
But I still think now is a good time to buy ETH, certainly the best this year.
