Frankly speaking, i have never seen anything in betting industry based on smart contract or blockchain's perspectives, where they are truly fullfield.
Of course, there are some ico's for now, i've even read two or more wp, but they seems to be ordinary betting houses just with the great logo "WE DO IT BASED ON BLOCKCHAIN"

Well, as far as I know all this stuff is legal. Af for token...you can buy it only in exchange for Ethereum. Ethereum is legal.

Legitimacy of the project is relevant. It depends on the country you operate your business in. I don't think they would do their business in the US or China, cause it's illegal there. See?
