No, don't invest in ICO. That could probably be the best advice about ICO. If I were you I'd keep it in ETH or better yet, Bitcoin. These two are the only "safe but sure" investment in crypto.

Furthermore, you can invest those ETH or BTC in a business or trade them if you know how. That would be better than buying an ICO. I'd recommend to invest them to gambling bankroll. There's a nice list about gambling bankroll investment here https://dicesites.com/

You should know that all good ICO project often sold out right at pre-sale or maybe private sale. LOL. it is better to put it on bitcoin because the chance that the price will go up this year is high and also the value of it can give you a good return to your investment so you should better go to bitcoin rather than other coins in the market.

With 3 ethereum I actually suggest not to invest in ico in dominance. it's better to look for other altcoins than ico. ico is good but don't focus. because you could later get a loss from many people who are currently investing in ico

3 eth is enough to take a risk in day trading, dont gamble your 3 eth on any ico, try to make profits in trading, because alts are already listed unlike the ico tokens/coins that has a high chance to get you scam.

If I was you, I would hold those 3 ETH and wait until the market recovers. Because ETH is really safety for holding and its price just around $200 now. It's not too hard for ETH to increase 3 times.

I would advice you to exchange your ETH back to USDT because the market is going down and your funds may decrease in USD value. If you don't want to go back in fiat, you could invest in masternodes - this may be the best option in the falling market.

I think holding ETH alone could bring you 3X return!
lots of ICOs out there could bring even more but the hyped is too much, it's not worth to get the risk.
