Well, ICO's posponed their activities including listing, some of ICO's that I know seems to distribute their token in next year, expecting that the market will going to be good. I hope it might be okay now.

Well, bitcoin halving will make bitcoin value rising of course, but what makes you think there will be more better projects ?
Most ICOs now are having difficulties to raised funds for their project. The most important thing is how we can get the interest of investors in ICO because they are already lost money in ICOs.
