The main thing is not how much Bitcoin costs, and what is the trend now on the cryptocurrency market. If, after Bitcoin drops to 1000, prices in the market start to grow, then there will most likely be many people willing to invest in good ICO.

The ico market is already not working well. Cause  in last few months we saw many scam project. They took money from the people and just disappeared. And then some project those failed at development stage after successfully ico phase. For this kind of reason ico market is dying. But of bt goes to 1k or less then it's hard for icos to be successful but they will next still their. Maybe the ratio of successful and failed ico will change. The failed icos will be more countable.
But still there will be some good project out their as always.

ICO market will have died if the bitcoin price come to down at 1K USD! Anything can happen in the crypto market as it is unexpectedly volatile, But I don't think bitcoin will come to 1000 USD again! The crypto market trend is not good enough, the BTC price can go down under 3K USD! And for this bearish nature, many good projects stopped their selling or the postponed exchange listing! If the bitcoin price continues the downtrend then all the running ICO will be stopped and the ICO market may die!

If price goes back to $1000 we will see more ICOs because the smart contracts would be cheaper and the way to distribute tokens will be cheaper too. But that will not make from ICOs a clean business most of them will end in scam as always.

Smart contracts are always cheap no matter what is the current price of bitcoins are  . devs of those ico did not capitalize huge money to initially start their projects  .

Now if btc drops in a much lower rate i believe ico's are still the same  . they are still risky but the rewards can still be verry high if ever you found a legit one that turns to become succesful after how many months of running .
