Maybe you just misquote it, but its 25usd free xlm, now talking about this i participate their program few months ago and until now they never verified my account even though i submitted my passport, its a good alternative source for xlm especially when you belong to the countries where they allowed it, not all countries they serve it, its a selected one and they have priorities. Some of my friends in facebook, they already got they share, i think it only depends on how early you are submitting the documents, i believe it is per batch.
