Maybe because it is increased slow but sure that is why people not shocked yet. But maybe if in 1 night can increased 100% or maybe 200% from now, maybe bitcoin and altcoin can get attention from a lot of people.

Even if it is not termed a bull run, one can clearly see the uptrend. Since the beginning of this year bitcoin have been making new highs of 2019. It is an indication that a clear bull run my follow. A lot of persons are dissuaded to the fall of last year while some are scared if the market won't take a different direction from how it did in 2017. It is better on is positioned in alts now from my perspective, we may likely be having more than 3x from alts in few months to come will likely happen as soon as btc crosses $10,000

If we compare the recent uptrend in market between the month of April and May 2019 to the one we experienced in late 2017 one could say this current bull run is silent. Although there has been significant move in the price of coin, most especially bitcoin went from $3.7k to $8k within a month. I noticed the market was not full of bull run ,condition market still a little fall even though it's not deep, I agree with you that it's not wrong to invest now while waiting for the actual bull run to come
