It's your fault, exchanger fault and hacker fault. But if it's just happen to you, then the fault is made by yourself. You should used some superb security on your PC. The hacker won't just attacked the exchanger but also will attacked you. They usually send some Malware to your PC. Then they take some information from your PC.

I just recently learned my lesson from this like it happened today and thankfully it was resolved because it wasn't within my control on whatever the hacker tried to post. I think everyone should already take an extra precaution to whatever they browse in the internet. Don't just think of that you're safe, just because something isn't happening yet. In any day your account would just get compromised, and you'll just notice the signs that someone had access in your account. It applies to everything. Not just in your online wallet(though you should avoid it when your funds are there currently), but also to every account you have in the internet including your social media accounts. You'll never know the dangerous or dire situation that the hacker will put you at. Your account, your responsibility.

In a sense, if the exhange gave you all the security options to protect your account. It is your accountability because it is your money and you have to secure it. You are the one who makes it vulnerable to hacking. There are lots of ways to secure your account now aside from password. 2FA I think is a good one.
The exchange is also still responsible if the user's IP login is different and then does an unnatural transaction, the exchange system is still strict in following up on the user's negligence. 2fa is still not safe if hackers find the user's key. in this case there is still nothing better, but the main vulnerability is still in securing e-mail, so this must be prioritized before securing the account residing in the e-mail.

Well for me you cannot really blame someone just because they got hacked. Hackers will find a way if they really want to hack your account. The only thing you can do is to maximize the security that you have. If they have a double authenticator, use it to protect all of your coins in your wallet. Do not be lazy to set up the security of your account because that is for your own safety.
I don’t understand people who don’t use 2FA on their wallets or on their exchanges and then they say that their money was stolen and blame someone. they don’t understand that hacking 2FA is very difficult and hackers will only do this if you have a lot of money in your wallet and that is why for those people who do not have millions of dollars in their wallets, 2FA is perfect as a free tool of protecting their money

It seems to me no matter who is to blame. If the money is not returned. If your money cannot be returned. So just do not work with this exchange, add complexity at the entrance. And if they returned the money to you, then I recommend staying with these people, but to protect themselves, maybe they do not have the safest network, but they hold on to their people.

If everything is lost and the exchange didn't do any action of it, then the responsible is in you and the exchange because you put all your money on that exchanges and the exchanges didn't add extra security to protect their users. if you want not to hack your funds then put your tradable altcoins that you can withdraw immediately, don't hold it on exchanges.

That's not exchange's fault if only the amount from his wallet got stolen. Exchanges can be hacked but with coinbase, it has not happened so OP got hacked via malware installed on his device or his email account got compromised so hacker got the access to his wallet.

Most of exchanges already require 2FA to be enabled before giving the permission to withdraw or deposit so I guess this problem only happen in unpopular exchange with less security measures.

Upon registering your account it has been your responsibility to take care of it and anything that will happen to it must be taken up into you. On the other hand, the hacker do also have the responsibility because he is the one who have hacked your account just to take it into his own possession also for the sake of his own. But primarily speaking, it will be your main fault because maybe you have mishandled your account and did not take good care of the informations you have shared upon creating your account. Also, before creating an account, you must have checked first if the site you are trying to create an account is legible and a secure website. Because in most cases, intruders have been taken accounts due to the reasons that you have dive in into their trap site and filled in the information they needed to access your account. So whenever you create account, you must observe first and be able to know if the site is safe or not before creating an account. Upon securing your account, choose the most tight option on securing your account which exchanges do provide to keep your account safe. You can also ise hardware wallets to protect your assets. But most specially, you must be able to protect your account on your own by taking precautionary measures.
