I think need to be a some regulation companies which will be checking projects, of course no one will give a 100 percent guarantee, but will be more honest

there is nothing we can do but research in more detail about the project including the developer and the project team, then avoid it when you see suspicions about the project and as a reference you can see in the gift thread about the allegations of the ICO project, and also you should not invest all your money only for the project.

You can punish them though by making theif effort be in vain if newbies choose to chase adequate knowledge and understand about crypto investment rather running after the effort and benefit.

There is a good way. Invest wisely. You can not buy tokens at the ICO, but wait until the token goes on the exchange. So you can protect yourself by 50%. But before you wait and follow the token, you need to decide what percentage of the invested amount you want to receive in addition to the main invested amount of funds. Waiting for crazy X's is pointless. Now, by the way, is a good moment to poke some tokens

Actually if people want to commit scam from the crypto world, this is very easy to do. Because crypto has no controller. If there is a controller, it's not crypto. And it is impossible to punish those who have committed fraud. But the solution now is to avoid. I think in this forum there are moderators in each country, even more than one person. They can use multiple functions, by checking the truth of every new project.

we cannot do anything with a scam ICO, because ICO is not legal, so there is no law that can regulate it, therefore investing in ICO has a high risk, but if the ICO that we invest has a good project, then we will definitely get a very big profit, because investing in ICO has a high risk but with a high profit as well.

Smart person always research thousands Times  before investing. Most of ico are scam so many investors leave ico and move to ieo. We should ignored it. I think It is the best punishment for scammer.        
that's true and people must do their due diligence before try to follow ico project, the problem is when so many people are not going to analyze the project. In this case i will say if they are following others.
Another good punishment to create a report to the regulators and when the scammer gets caught and investors can take back their money

Indeed, many ICOs used to be fraudulent, that after listing into an exchange there was no development. So the coins in exchange wait for the time to die. I think this is part of scam. Because if we look at the initial promotion (ICO) then there is a continuation of the project. But I think we should save the data of people on every ICO website and avoid those faces if they have committed scam.

Newbie account status, in my opinion is not related to a scam project because they could have paid people with high ranking to create a thread. All that can be done in this forum is to report a scam so that no more investors enter and be more vigilant. As long as there is no government regulation, I think it is difficult to imprison scammers
I think for now it's not just newbie accounts, now there are many accounts that have high rank, but promote scam projects. It might be that the account is paid for or the team from the scam project buy a bitcointalk account with high rank.
Is it an accusation or just your estimation of the project scam? logically if the project has been declared a scam, of course, no one will want to join and support their project. but if that happens there is a project that hasn't been proven to be a scam and many accounts with high rankings join it isn't a problem. because it all depends on how our beliefs and abilities in analyzing the project.

Most scam projects are detected after the sale has run for some time or after the sales period has ended. In my opinion, members cannot be blamed for their ignorance because they also suffer losses in this matter. There is scam involved in literally every investment opportunity you see in this new world of ours where scam is everywhere ICO scam was a thing of 2018 and early 2019 till we thought IEO was the solution to the ICO scam troubles but only for IEO to destroy the whole crypto currency world and 80% of IEO now are scam too, especially those hosted by P2pb2b

you need to carefully consider and analyze the White paper of the project and who represents the team. Scam can be recognized almost from the first glance at the quality of the presentation of the ICO project, well, today it is more profitable to invest in IEO.
Right it's a big clue to research, ICO projects whitepaper and team management is definitely help to find out SCAM ico, and personally i have noticed a lot of ico projects in scam board those are proven SCAM project for plagiarism. But now scammers are very professional, they will created looks promising whitepaper and teams. No, IEO's also failed to provide legitimacy for many garbage projects.

We can't blame the scammer actually, because they are freely to do anything on this industry. But, I just regreted why there is user who still being scammed whereas they (the scammer) use the same way even the old way to scam people here. I will be proud if the newcomers are aware that the first thing to play safe on cryptocurrency is find more understanding first before they take a decision. Because the understanding about cryptocurrency especially how to invest safely in this place is much already. They just need several times to read them to understood about cryptocurrency as a whole.

Pursue them by reporting them to the authorities, they can help ua somehow. But you know, the real problem was on our self as well. If we didnt support and promote scam ICO then no one will be scammed. But this should be end right now, stop promoting shitty and scammy projects and support real and quality projects.

SEC generally try to punish scam companies, but they can’t get to everyone.
Exactly because ICO's are not jut focus in one location, they know where to run their business and they don't stay in a country where there's an active regulation on ICO, if the SEC covers US only, it would be stupid for these scammers to accept investors in US or run their company in US.

Reporting phishing projects is a good thing, but with the cunning of these projects, we may not be able to find the gap and prove that they are providing fraudulent projects, even a lot of ICOs are operating properly and promising a lot for investors but until the final stages, capitalization was not enough and they suddenly became genuine fraud projects. it is true that some ICO scam projects can succeed in cheating because they are promoted massively through the Campaign .... I think it is unfair if only the ico scam team is blamed, but the person who spreads the promotion also needs to get punished. But the problem is sometimes the person doesn't know if it will end up being a scam, so it's also hard to blame (stating wrong)
