There's so much hype and euphoria that people believe in every shitcoin and are ready to put a few dollars in every basket. if there are strong regulations then to reduce or even eliminate them can be done, but the industry is moving because it is not centralized and of course implementing strong regulations will be difficult because scammers have many ways to stay in for their own interests. with this problem it is of course difficult for investors now to trust every project because on the other hand the crypto market is still not looking good and of course it will add to a worse situation

There are good and bad sides of the scam projects, and fraud is the bad sides of this industry. the good side is we learn through this experience as a crypto investor. As you above said there was scammer, there is still scammer and there will be. We can not deny this fact, and that is right there were a lot of people, who trusted them very easy, but day by day investors being smart, in my view, there are a few people, trust the ICOs and the teams also don't rely on their promises. You already answered your self about the question above. ICOs are difficult to attract investors because they are afraid of scams and failed projects. We cannot blame them since it was the fact and too many investors experienced big losses. I think we have no choices, only bullrun that can make investors come back. Investors have been scammed in 2018 and 2019 so now they are afraid to make big investments when on the market all they can see is just another ICO trying to make the big bucks.

Another reason would be that why should they invest into new projects when we already have the strong one already on top 100 coinmarketcap.
