That is why right now you do not see ICO as much as it used to be in late 2017 or early 2018, because right now they are using IEO as a base to do it.

It's not really hard to attract investors, only ICO projects are having a hard time investing new investors because that side of crowdfunding has a bad a reputation now, we have a lot of new investors coming in the market and they prefer to invest in IEO platform manage by reputable exchange.

In fact, most of the investors right now are I scared to get scammed again because as an investor and bounty hunter I also get some of some new project. It's hard to rebuild or to regain the trust of some investor especially if they get scammed by multiple times but some of them still do invest in some new project. Right now some of them start participating in IEO where the token will list in exchange and they only need to create an account then they can now participate in that new project.

Reason is simple history of ICOs is in itself the reason why People don't trust them anymore. I don't even know a single ICO which is working as per their road map promised? Infact 90% of them have turned out to be scam. two or three might have been working but even they haven't received their desired results. IEOs were introduced once to give the investors added confidence that atleast their altcoin will be liquid. But the problem remains same that these IEOs don't work on the project once they reach their hardcap.

Don't get this wrong, investors don't think that new projects are scam infact 90percent of new projects are scam indeed, if the project is good enough it will surely attract investors once the project create awareness either through ico or ieo, you shouldn't put the blame on investors for their hesitation

You're right. It is all the fault of fraudulent actions on the part of project administrators who conduct ICOs and even IEOs. Most likely, most of them understood that you can simply create projects, conduct ICOs or IEOs for them, collect money, but not fulfill the conditions and tasks that you yourself have created. There is obviously no way to eliminate scammers from launching new projects, you just need common sense when investing. You have good points because some investors are fed up with the repetition of ideas made by these new projects which lack innovation and uniqueness. Yeah most of investors don't trust some ICO projects now, even the IEO projects. Including me. I have joined some ico since august 2018 till now, and most of them are scam or the team have abandoned their projects. So i think i just waste my money in ICO and also wasting my time to wait the ICO end. Also i ever invest in ICO project, then i hold the token for about 4-5 months after get listed in exchanger. Because i think its price will rise. But after 5 months the token has no trading volume for a long time.

Looking at the current state of the crypto ecosystem and the kinda new projects launch in this recent era, it is a major contributor to by its hard to attract investors to invest in new projects. A lot of these projects do not really have anything significant to offer to the crypto space and the entire world. Such projects will never attract an investor to invest his/her money in the project. The reason why these projects become scam is because of the bear market and there is nothing between the team and ethereum network that will bind them to have accountability which will force them to continue the project they started. In the bear season, these developers because they are not traders lose the funds when coin prices gradually dried out leaving these poor developers without funds to compensate themselves to work hard. Investors lose trust to projects on ETH.

These were solved in the case of EOS and TRX, the only developers allowed to develop in these platform are the ones capable. Though it made them centralize in a way, it guarantees project will be launched and not just empty promises.

It seems to me that the problem lies in the fact that investors who invested in ICO in 2017 and 2018 simply have not yet received any benefit.Also, investors learned to choose projects. The main criteria for the selection are:
1-What is the idea of the project? Is it relevant and useful?
2-Who is behind the project?
3-Tokenomics and financial strategy of the project
4-Does the project have community support?
5-Are there any partners?
6-legal aspect
If at least one of these conditions does not satisfy the investor, the startup will not see money.

Those endless scams are about 90% of the problem. 

The remaining 10% is the fact that most new projects aren't worthwhile to investors or to the problems they're trying to fix.  Most of them are just useless ideas cooked up by people who want to make money for themselves.  The result is usually a token that becomes worthless shortly after its released, and investors are sick of that, because it just keeps happening again and again.

Well, now all of this is controlled by exchanges, because if the exchange has a good reputation, then it will not conduct a fraudulent ICO on its platform.
