I can share the current situation here in our country.
One of the famous gambling scenes here is cockfighting. But because of this recent coronavirus outbreak.
The government has a temporary shutdown for all cockfighting.
But still, there are some people even government employees organized a illegal cockfighting which is the only secret for some people what to gamble.
This is really the cause of being a gambling addict, they always find a ways to gamble even they have to obey the law.

Most of the cockfighting enthusiast i could say are gambling addicts and with the recent lockdown, they suddenly and abruptly felt the effect of not being to gamble and see those cocks fighting and some of them just could not cope with that, they will always find ways to held those activities illegally which for me is very risky. Those government officials spearheading those illegal acts should be hang in the town plaza  , they are putting the health of their constituents in a great risk as we are on the midst of a battle which we can't see our opponents.

This is the right time for gambling addicts to relax and feel the effect of not gambling for weeks and if the effect is positive then moving away from gambling should be contemplated.

I've just realize this lockdown will really be a hard time for the gamblers to stop, especially with them always staying at home, they will have more time to be tempted in gambling because they don't have anything to do.

This is an opportunity but the urge to stop should come from them, anytime can be the right time to stop as long as they are willing to do so. They will need help from professionals. Less sports and platform to gamble isn't a problem, they will always find a place to gamble if they are addicted to it. It will take a long time to stop. What you are saying above is becoming a nightmare in that place as 12 of the people who went to that arena had been infected with the corona virus and it could exponentially grew if authorities fails to contact trace everyone that interacted with the infected.

I heard this news before and this is not a shocking news. People in our country are hard headed and most gamblers cannot be stopped even if municipalities had carried out orders to stay at home to avoid the spread.
