It's true that even if we have good knowledge about a particular sport, chances are we might lose the bet.

In my humble opinion, I think having a robot mind is much better if we are talking about decision making on gambling bets since human mind is pretty unstable if it’s already subjected with emotion. Though I don't know a thing about mahjong game,  Infact, don't be surprised if I say that right now is actually the first ever time I am getting to know that there is a game that goes by that title..

But then, I can very much relate to the discussion, over here in my country, there are still some card games that we usually play for leisure, fun and all that, but if security operatives, like the police found you betting on those games with friends, you all will be immediately arrested..

The thing here is that the person is making the gambling activity as business so it is understood that as a business entity one must acquire a license.  And that is where the thing of tagging the activity as illegal because the person don't have a license to operate.  Even if gambling is allowed in a country, operating a casino without a license is obviously illegal.  Btw, in my country gambling outside the specified location like land based casino, legal sports book outlet is considered illegal, even playing gambling with cards inside a house is also illegal.  Authority can arrest anyone found doing such thing anytime.
