I agree with you. Croatia usually plays best against the strongest national teams, but often fails against weaker teams.
In this year's League of Nations, they lost the first match at home to Austria, then they beat against France and Denmark away from home and finally won the first place in the group.

Actually the other group are same too, we can easily judge which country will qualify for the top 16 rounds. I think it's kind of settled lol, I don't find 3-4 good countries included in the same group.

So in the final, there can be only one out of these two teams. That may be very disappointing for the fans, and I would consider this as a failure from the part of the FIFA.
