KYC is not the only one solution if the casino faced many players abusing their promotions, they can directly terminated/banned those accounts and not allow them to create new account anymore. Some non-KYC casino implemented this rules and it's worked without any issues. The only problem here's they're allowing VPN and I don't find any rule about multiple accounts it will more terrible if they're also allow it since anyone can easily abuse the promotions. Just like what Jawhead said, it can probably lead to abuse since anyone can easily create multiple accounts which is not indicated on their TOS if it is allowed but since there's no info about it I think it is allowed and also using a VPN which even if they ban users from creating account they can use it to make accounts again, I don't think they can give welcome bonus but they can have other promotions like cash back or giving rewards to users who wagers a lot in their website or probably competitions for the bitcointalk users alone.

Based on my observation, They prioritized marketing in forum because they don't have an promotion here specifically for Bitcointalk user. Most probably they are doing there marketing on google ads or other place like social media and different gambling forum. It's not necessary to do ads here if they feel that they didn't want it since there's a lot of place that they can use as promotion spot.
