The reason why Russia is so slow is, they don't quite have the power that they would like. Also, they truly are upset with their brainwashed fellow slavs in Ukraine. Also, thy are letting the world get used to the idea of no more Ukraine, slowly, so the world doesn't pick up the fight against them.
