Get a license first and start the gambling site after the site is actually complete and ready for public use, the advertisement options are too vast and you can decide which way to go with the money you have. If you have enough you can even convince the Elon to tweet about your casino.

Well this is something that can be taken into account, because if Elon decides to sponsor a casino, it is a fact that it will be a success because all the people who follow Elon will do everything he tells them or advises them.

you all can be right anyway but one has to take cognisance of where such casinos is being advertised, what i mean here is that it shouldn't be done in a group known for spamming or where their is abuse use of such social media just in other to avoid interesting gamblers lost their trust in them, well they may think as well that they will also get scammed or believe anything that comes from such group is totally unacceptable because its loaded with soammers, so where we particular post or advertise a casino is very important.
