It would also require a huge cultural change to support a league from Saudi Arabia in order to grow beyond the European leagues. I don't know what the Saudi clubs are planning, but imitating an ecosystem like what there is in Europe is impossible. The culture is different in Europe, the fans are different in Europe, many players who play in Europe are also home in Europe. Imagine how many players they would have to buy to get only the Saudi Professional League onto the level of maybe the Serie A.
