Ward was picked as no.1, but it had a bit of a twist in the end. NY Giants offered a hell of a deal - 2 first round picks (this year's 3rd pick and next year's first rounder).
This is a type of a deal that's usually accepted, especially when a player you're drafting is a player no-one really took seriously until last year.
Cam Ward is a classic zero to hero story - he wanted to enter the draft last year but was projected as a 4th rounder so he decided against it and was also a zero-star recruit when transferring from high school to college.
Titans obviously see something there - and they will try to make him their franchise player. It is a gamble that many others would not take though.

Regarding the question itself, yes - Titans marked him as a probable selection over a month ago. I did not see live odds at a time of writing the question, I estimated them to be around 1.25 or so.
Still, sometimes we post questions like these in markets in which odds are hard to find - to reward those dedicated managers that make that extra step. We don't do this often - but we will from time to time.
