I agree! the Italian teams are navigating bad waters and only winning the European trophies could improve the fortunes of these teams, but the big European teams are much better equipped than the Italian teams and it will be very difficult for them to compete.
TV rights in Italy are also much, much lower compared to the Premier League or the Bundesliga, and therefore Italian teams can count on much less capital to invest.

The advantage that Juventus has is none other than because they don't participate in the European league so they can focus their game on Serie A. For other teams, of course they have to be able to rotate players when they get a busy schedule. Teams from Serie A this season are not much different from the depth of their strength this season because there have been no significant changes made by them in the transfer market.

The Covid 19 really caused a lot of havoc to the football industry and some leagues are yet to recover from it's effects especially the Chinese leagues that was once gaining more popularity than the Saudi Pro League but is nothing to talk about currently, but gladly for the European club the Saudi Pro League is helping them in generating funds by buys their most priced players while they're also trying to build their league to meet up to  the standard of top European leagues.
 But anyways the COVID-19 shouldn't be a big excuse for some top European clubs performance cause it's been 3years now and despite the set back most Italian clubs where still able to perform well in the European cup competition last season three Italian clubs qualified for finals in 3 European cup competitions though they lost all three, but that doesn't mean there failure should be blamed on COVID-19 impact which occurred 3 years ago.

Monza vs Empoli
the two teams have appeared inconsistent in their last matches and if you look at the history of the matches between the two teams when they meet they will always be superior at their respective home turf and today match will be Monza being the host which provides a more convincing chance of winning. but if you look at the meeting of the two teams in the series B match, the two teams both have the advantage of a draw score.
so I have 2 options between draw or Monza win.

Frosinone vs Atalanta
both teams who had different success in their last matches and Atalanta performance is far superior to Frosinone despite being the host but as long as Frosinone plays against Atalanta this team will have a very hard time beating Atalanta and I only have 1 option to bet on Atalanta with more chances of winning big for me.

Verona vs Roma
Roma will always be an unbeaten opponent for Verona even though in the last game Mourinho didn't have the right strategy and only ended in a draw but playing against Verona today will be an easy opponent for Roma so I still trust Roma in this match.

AC Milan vs Torino
IMO, these two teams also have almost the same ability to compete, its just that in terms of recent performance, AC Milan is superior and if you look at history, when these two teams compete, Torino also has an advantage at home so that if these two teams meet, it will be a tough opponent. draw but will have the upper hand at home and today the game will take place at the San Siro which means Milan have a better chance of winning.

I'm voting for the team that will be the Serie A champions this season, pretty sure Juventus will come back to the top because they will be the only strong team not competing in Europe their failure to achieve that will probably only happen if there is another scandal like this season then, or when other teams are developing very well like Napoli who are still able to maintain good form with their new coach, or also AC Milan who will also fight again to be able to win the title.

Good luck with your multi bets, It's true that risks will always be there and are hard to avoid, even though we have tried to carefully analyze the matches we choose, I quite agree with some of your choices except for a draw in the Monza vs Empoli match, still confident enough to Monza beat Empoli in their home game especially they did better when playing at home, but don't expect your bet to be ruined just because Monza won in the end because it's very unpleasant and often experienced when multi betting, one bet messing up another correct result

I like your bets, even if the Monza vs Empoli match I don't think it will end in a draw, I saw the Inter vs Monza match and despite the initial disadvantage in the first minutes of the game I saw a very organized monza, so I think they will probably bet on the win of the Monza

I give a brief summary of the matches played so far,
the second round gave us many surprises.

Napoli wins and convinces by beating Sassuolo 2-0 with goals from the usual champion Osimhen and Di Lorenzo

Milan put on a show and won with a clear 4-1 against Turin

Fiorentina started very well, going 2-0, they recovered the lead and drew 2-2 against Lecce

Lazio lose again, this time 0-1 against Genoa and now find themselves in last position with 0 points

Roma struggled and lost 2-1 against Verona

After a good start in the first match, Atalanta lost 2-1 against newly promoted Frosinone

Juventus, on the other hand, drew 1-1 against a very fierce Bologna who recriminated a sensational penalty not given by the referee and which most likely would have given Bologna the victory
