Browser issue and the main cause of such inscription is the network as well. Countries' network defer too. If the country network is very weak it can also caused that.

There are some website that are good with strong network while some can open with even weak network. And probably r_victory location network is weaker than the site but can open other sites. It happens sometimes.

What do you mean by a stronger or weaker network? Are you referring to the speed or distance between the server and the user?

I visited the website with multiple VPNs and it seems like there are no major issues. That being said, I remember that my country's network suffered heavy throttling because a fiber cable got attacked by sharks. I don't think that's the cause if the problem happens specifically to one or two websites though.
